Ms. Peace Kaliisa is a Donor Coordinator at Ministry of Infrastructure of Rwand and a representative of Rwanda Energy Sector Wide Approach (eSWAP) Secretariat. The sector-wide approach is a country-led, results-focused framework that brings together development partners and other stakeholders to coordinate aid within a sector. This approach has supported the country and government leadership in sector policy and planning, utilizing government systems and procedures and an agreed expenditure program. Energy SWAP in Rwanda has been applied to facilitate electricity access and overall, the experience in Rwanda shows that SWAps in the energy sector can achieve success. Access to energy within the country has increased from 6% in 2009 to 31% as of today; more than US$ 300 million has been raised toward the costs of the electrification program. Ms. Peace Kaliisa has been coordinating energy issues and donors' energy projects in Rwanda since 2013.
